Our client has a brand-New Staff opportunity for a Quantity Surveyor - This position is for the new import Export Terminal in Grangemouth.

The position is only open to UK Citizens


Overview:

To provide cost assurance on all Contractor spend across all PISML Terminal Term Contracts and Projects to ensure the business only pays for actual work done in accordance with the terms of agreed Contracts through the robust auditing and contract management.

To manage monthly service receipting and payments to each supplier of Services to the Terminal, to ensure these are paid in accordance with entitlement as set within contractual terms.


Dimensions:

  • Total Annual Spend – cost assurance on all Terminal contracts/Projects over GBP 2M

  • 1 Fuels terminal

  • Contracts value – ranging from GBP 50k – 500K

  • Activity – up to 25 submissions per month in value up to GBP 50k/mth

Experience required:

  • Ensure that the commercial management of Contracts and Contractors (Term and non-Term) is always carried out fairly and to the highest ethical standards whilst protecting PIMSL Business commercial/contractual position and enhancing its reputation.

  • Manage the relationship with each Contractor to ensure timely resolution of any variation to maintain good commercial relationships with all PIMSL Service suppliers

  • Interrogate and analyse complex monthly spend data to ensure good value is achieved for each Contract

  • Produce monthly Contractor Cost Reports.

  • Control/approve interim payments to Contractors within Delegation Of Authority approval levels.

  • Analyse spend data to make recommendations regarding contractual disputes, interfacing with Procurement on claims and contentious variations to ensure contractual compliance or entitlement

  • Interrogate spend data to track Terminal-wide spend by Contractor to Procurement dept

  • Lead audits of works done to ensure the business is only paying for work done and to the terms of the Contract, as other task requirements permit

  • Manage Contract Variations in line with contractual entitlement ensuring they are clearly documented and understood by both parties and communicated to appropriate teams.

  • Liaise closely and interface with other PIMSL colleagues.

Knowledge, Skills & Experience:

(Technical Competence & HSE Behaviours)

  • Graduate Quantity Surveying or similar qualification with 6-10yrs experience.

  • Contract administration experience in Construction/Manufacturing environment with a proven track record of administering complex and high value Contracts.

  • Experience of working with a variety of Contract styles and arrangements.

  • Negotiation Skills.

  • Understanding of Terminal Risk and how it should be managed in each contract.

  • Expert user of Maximo, Maximo Business Objects, and SAP systems

  • Expert user of Excel

  • Able to prepare detailed spend reports and present complex data in easy-to-understand manner.

  • Strong commercial awareness
