Project and Context:
The contract is the Project Management Services (PMS) framework that may include the following scope:
Management of the project on behalf of DNEC, including contract and procurement management,
Supporting the Owner for Vendors’ offers review, Vendors selection and in a second step for licensing and design documentation review as well as construction supervision,
Acting as an Architect Engineer for the Owner’s infrastructure scope, performing Master planning, feasibility studies and design RFP packages; contractors selection and construction supervision
Job Description:
The Nuclear Fuel Specialist will support the customer in the vendors offer evaluation process by reviewing sections of the offers dedicated to Fuel management, Fuel degradation and Fuel Economic. The Nuclear Fuel Specialist will be part of the customer offer review Task Force and will adhere to the established Customer Bid Review procedure; he/she will be involved in initial bid review and facilitating clarification exchanges between customers and vendors.
Responsibilities:
Issue review reports on Vendors’ offer part related to fuel management,
Issue clarification questions to vendors related to fuel management,
In charge of closing clarifications with the vendors for his/her scope of work,
Report to the bid review team management for his/her scope of work
Conduct a detailed evaluation of vendor proposals, focusing on fuel management, fuel degradation, and fuel economics
Identify potential technical, safety, and economic concerns within proposals and prepare recommendations for consideration by the customer’s evaluation team.
Serve as a key member of the customer’s Offer Review Task Force, collaborating with team members to ensure thorough proposal evaluation
Work within the framework of the Customer Bid Review Procedure.
Engage in clarification exchanges between the customer and vendors, addressing technical inquiries related to fuel management, fuel degradation, and economic considerations.
Facilitate communication between the customer and vendor teams to resolve ambiguities and ensure alignment with the customer’s fuel management requirements and expectations
Represent the customer’s interests in discussions with vendors to ensure that proposed solutions comply with regulatory standards and best practices for PWR fuel management.
Summarise findings from offer evaluations and provide recommendations to assist the customer in selecting the most technically and economically suitable vendor.
